Recreating a Look for Less Than $75 - Neon Pleated Skirt

It's getting warmer in New York... and by that I mean it is now holding steady in the 40's (as opposed to the 20's or 30's). I can't wait for spring, and have started noticing the spring fashions in store windows. Bright colors will clearly be huge this spring, and one particular trend will be neon pleated maxi skirts.
